Lottery agency up for grabs |
[Phuntsho Choden, phuntshochoden@kuensel.com.bt
/ kuenselonline.com 07 Nov 07]
Eight Indian companies have been invited by the finance ministry to take
part in the bidding, which will be held on 09 Nov, to become the marketing
agent for the Bhutan paper lottery in India.
The ministry will run a ‘technical evaluation’ of the bidders today to check
on their credibility and capacity to be the marketing agent.
Sanjay Jayantilal & Company, that had been running the Bhutan paper lottery
for the past 25 years, is among the eight bidders. “I am here to make my
best offer,” said Jitendra Chheda, one of the partners of the company.
According to a government source, a person was appointed before Sanjay
Jayantilal & Company to run the lottery, but the person failed to give the
government the revenue on time. In 1982, Sanjay Jayantilal & Company
expressed interest to become the marketing agent in India and the government
had agreed on the condition that the bidders would honour their commitment,
especially in terms of revenue. “The agreement between the government and
the company was renewed each time it expired because the company never
failed to submit the revenue,” she said. “It was reliable and the government
developed a strong relationship with the agent.”
Sanjay Jayantilal & Company generated about Nu 2,100 million for the
government in the past 25 years.
“Our present agreement expires on December 31, 2007,” said the company’s
partner, 50-year old Jitendra Chheda. “I think the ministry decided to
select an agent through bidding to have more transparency in choosing an
agent, because people were starting to doubt why the same agent was running
the lottery for years.”
The actual number of companies that will bid on November 9 will only be
known two days before, after they fulfill certain criteria, said the
secretary of the finance ministry, Dasho Yangki T Wangchuk.
According to Jitendra Chheda, the market for the Bhutan paper lottery, one
of the biggest revenue contributors to the government, is in the four Indian
states of Kerela, West Bengal, Maharashtra and Punjab. Initially, the
lottery was run all over India, but later many states banned the lottery.
